With regular search engines, the more relevant a webpage for a given keyphrase, and the more backlinks it has, the higher its (search engine) ranking will be.

For social bookmarking sites, how does a site get top ranking? Is it determined by how popular it is (hence causing many people to bookmark it)? Is it by pinging it often?

Popularity in social networks depends on the "user determined" popularity of your site or article.
