That is a loaded million dollar question and is the point of The Master Plan... If you can afford it, it would answer this question for you.
The short answer is...
You need to design content that gets ranked in the search engines using a silo website design. Then you would point people to your forum from within that site's content.
Using a silo site structure, over time, you will begin to rank higher and higher for very competitive terms by the simple fact that you are ranking top 10 for long tail keywords (very easy to do).
