Hello I was hoping someone could adivise me on a good "how to" for getting high search engine rankings. Also does anyone know of a good reputable service to submit my site to for search engines and links? Preferably nothing too expensive.

I would suggest reading The Master Plan. It is a specific How To on gaining high rankings in the search engines in today's market.

The most important getting good quality links, and lots of them.
Links from articles, directories, press releases are all good places to start. Being consistent about always seeking out new links is important.
The Master Plan is a good read and does provide some excellent advice on the topic.
