I have the web site in place. It's got good SEO. Keywords on the pages, links are optimized, everything is ready.
How do I go about getting a search engine to recognize it (google) and how do I get a higher search engine positioning with it?

If you aren't yet listed in Google the most important thing you can do is get some links pointing to your site from other sites (so when Google's spiders visit those sites, they'll have a route to your site).
Good ways to get backlinks include submitting to directories (as outlined in The Plan), and submitting articles to article directories that have your website linked in your author's resource box.
Higher search engine positioning will come with time AND with relevant backlinks. The more links pointing to your site, the more Google (and the other SEs) recognize your site as an "authority" in the area, and the more likely they are to rank your site highly.
